A Homeowner’s Association is supposed to make sure that a place is basically pleasant to live in, but many have the opposite affect. A really bad HOA is run by corrupt, power hungry people making self-serving and draconian rules about the exact hours one should take out their garbage cans. People have to deal with some real nightmare HOA situations.
